concerned for property owners go through the process of spending the money and then pay more property taxes and not be able to raise the rent on their tennants that many people won't opt in this program. yes, there is a pathway, but nothing in here to ensure that any home owners opt into this program. the only home owners wanting to legalize and hope the tennants don't report it to the rent board because it's an illegal unit and they won't be prohibited by the 10-year no fault eviction provision that was carefully put into this legislation. a pilot would make me feel more comfortable. it would allow the legislation to move through and see who are the home owners who decide to opt into this program and are we incentivize the wrong behavior. if this is something that is successful, those that preserving affordable housing units and supporting the type of tennants that i heard about at land use committee, then this is of course legislation that i would support to make permanent. i think there has to be an incentive program, a stick or carat to get home owners to legalize their units and it's s

the public uses credit cards for beginning inspection fees, property taxes and business taxes: some payment was a convenience fee that covers processing or the transaction. the city contractor's collects this fee and disburse cost and compensated with the remainder. the city's contract with our internet vender. this provides us an -- it includes reducing fees and reasonable risk to the city's as set. this legislation has a convenience fee to cover our cost of bringing the collection in-house. without this fee, the city would have to absorb these cost. the proposed rates will be continually monitored as interchange rate fees vary on the specific credit card being used. the rates in the ordinances are structured as no greater than, so they can be modified if wanted without returning for legislative change, however, the initial fee will be left from the cap. the office of the tax collector will calculate and adjust the rates in consultation with effected departments. and we expect a net savings foremost users making payments on the websites. thank you for your consideration. >> thank you mrs.

it is this body that has the ability to raise the tax measure, raise the tax rate, or to lower the tax rate by a simple vote of eight people. now i think that it is incredibly fair. quite frankly, it's very forward thinking. allowing us to put infrastructure in place to begin to collect taxes but also it does not hamstring us to a specific tax rate. that we come together as a legislative body to adjust whatever adjustments need to be made that reflects our need in the future. and so i am asking for your support, colleagues, not only on this tax framework but a commitment for our equity program. a commitment for our compassion program and a commitment to continue the conversation around the cannibas industry both in the states and the local level and for keeping this industry fair and on equal footing. i also want to note on the statewide level this legislation is being passed around as model legislation. so i hope that you will support me and support this notorietitive. i'm happy to answer whatever questions you may have, i'm available. and i want to particularly recognize the team of

dollars and my tax dollars for the purpose of supporting russian heritage language learners. this is an interesting grant. if this was 10 years ago, it would not be a problem, but it is not 10 years ago. we have four furlough days. this is at a time when they are suggesting extending the school year. we are letting go of teachers. the student teacher ratio is out of whack, and we have a $1.5 million grant to enhance the learning experiences of two ethnic groups. it does not make sense. if we need the money, let's allocate it so it is keeping schools open and programs intact. i wrote letters to a number of commissioners. i have not received a response. i would call on san francisco unified to rescinds this grant and reallocate the funds so it is keeping schools open and ke
